When internet is down: what remains of WhatsApp, Telegram and a safety app
A chat that will not send does not always mean every form of communication is gone. Home Wi-Fi may be down while mobile data works, or internet may be unavailable while the network still supports calls or SMS. There may also be no coverage at all. WhatsApp, Telegram and a safety app share one dependency: transmitting data to their services requires a connection.
Identify what has failed first
“The internet is down” may mean failed home Wi-Fi, disabled mobile data, no signal, congestion, a flat phone or an unavailable service.
Use only simple, safe checks: network status, airplane mode, Wi-Fi and mobile data.
Do not treat a stuck status icon as evidence of danger. A queued message describes the channel, not the person’s condition.
What may genuinely remain
A mobile call or SMS may still work when only internet access has failed, but each depends on mobile service, carrier, plan, device and coverage.
Wi-Fi calling in turn depends on internet and carrier support. Never assume a call or SMS will complete.
A paper card with names, numbers, address and meeting point stays readable without network or battery.

Agree any in-person check
Agree who tries the second channel, who acts as backup and who may check in person.
Set a reasonable window: silence can result from the outage and is not proof of an emergency.
A physical check must be appropriate and safe. Nobody should enter without permission, expose themselves to danger or improvise as a responder.
With concrete evidence of immediate danger, contact local services directly.
Prepare while everything works

Connectivity, battery, notifications and human availability change; retain calling, SMS or paper instructions as an independent second route.
When calls and SMS work, they may suffice as backup; when mobile service also fails, use a local plan not dependent on the phone.
Collect only necessary data, review consent and contacts after changes, and call local services directly for concrete immediate danger.
Prepare paper numbers, a meeting point and a consenting nearby contact without promising every channel survives the same outage.

Can WhatsApp send a message without internet?
No. It may hold a message in a queue, but it needs an active connection to transmit it.
